Stephen Flynn travels a lot --- and everywhere he goes he finds crumbling bridges, inadequate highway systems, overtaxed hospitals, parochial politicians, obsolete communications gear, neglected or nonexistent planning, and a citizenry that does not seem to give a damn about any of these things. This book --- his second on the subject --- is his strident wake-up call, a plea that something be done before the inevitable disaster strikes.
His case rests on two major premises: that more 9/11s and Katrinas are a certainty, and that of the two, future Katrinas are the more to be feared because they will be more frequent and will impact more people directly. Our present political and popular fixation on terrorism alone he finds shortsighted and foolish. He calls for measures to deal with both at the same time.
Flynn's method is to construct hypothetical scenarios --- a terrorist attack on a ship carrying liquefied natural gas in Boston Harbor, a catastrophic earthquake that devastates north-central California --- and then to demonstrate the inadequacy of existing means to either prevent the event or minimize the damage they cause. His scenarios are generally based on authoritative sources as well as his own observations. In every case his conclusions are dismal: inability to respond quickly and efficiently, widespread panic, enormous casualties, government ineptitude. Yet the general public, he says, lives in an "almost adolescent sense of denial," preferring to just keep fingers crossed and hope that such things will not happen, or if they do happen, it will be somewhere else.
Flynn tries gamely to be nonpolitical about all this, but his indictment of the Bush administration and the small-government fetish of many politicians is plain. He deplores the Iraq War as a diversion of funds and resources from the place where real threats are much more evident --- here at home.
Some of his strictures are hardly new (e.g., the governmental passion for secrecy that keeps bureaucrats from sharing vital information, the inability of "first responders" and "first preventers" to communicate with each other, the absence of true collaboration between public and private agencies at times of crisis, the unfortunate preference for pork-barrel politics over meeting really urgent needs). But he goes well beyond these obvious truths, condemning public indifference or even ignorance of what needs to be done urgently. Our nation is "brittle," he says, and needs to be made more "resilient" before it is too late. Flynn obviously sees himself as Paul Revere on a coast to coast midnight ride.
There is a strain of special pleading in the book. Flynn, himself a long-serving officer in the Coast Guard, tells again the familiar story of how well that agency performed in New Orleans in 2005 --- then goes on to propose that it be given the leading role in domestic disaster response, with FEMA demoted to secondary status. It may well be a good idea, but Flynn is not exactly an impartial judge.
The obvious question here is: If all this work needs to be done pronto, how are we to pay for it? Flynn proposes a new agency, the "Infrastructure Resiliency Commission," insulated from pork-barrel political pressure. He would pay the enormous cost of quickly making us into a "resilient" nation with money from five sources: funds from the estate tax that the administration wants to end altogether, repeal of the tax cuts enacted under Bush, a dollar-a-gallon gasoline tax, funds from the defense budget and from state and city governments. One can virtually hear the howls of protest from motorists, conservative politicians, the Pentagon and local officials. Were I a betting man, I would not bet on this one.
Nonetheless, this is an important and often eloquent book. One hopes that Flynn/Paul Revere will be heeded, and that he is not like poor Cassandra, who was given the gift of prophecy, but along with it the curse that no one would believe anything she said.

Good informative & eye opening.......2007-05-12
Good book, Flynn writes at a level anyone can understand. He makes the urgency clear that changes must be made in order to secure our nation.
On the mark.......2007-05-06
This book illustrates why anyone with a shred of critical thinking skills always defaults to questioning what governments tell their people is important. Our completely wrong-headed "war on terror" asks all the wrong questions and comes to all the wrong conclusions. While we waste billions of dollars and thousands of lives (American and Iraqi), the real threats to our national security and long-term economic stability are ignored.
On top of that, instead of providing leadership to steel Americans against inevitable future attacks and make sure the infrastructure is in place to handle national emergencies, the Bush administration sought to maintain political control by making Americans afraid of their own shadows. Fear-mongering is clearly the only thing that Karl Rove and W know how to do well. They are utter failures at everything else they touch.
The Dems don't get off either. They have not provided any counter to the fear-mongering and have not provided leadership on any relevant issues. I cannot believe that anyone in government has not read this excellent book, but I don't hear any of them talking about the consequences to our nation or how to fix what's wrong.
If every thinking American read this book and demanded a reassessment of our priorities, we might have a chance to fix things before it's too late. We need to get over our fear of being attacked. It will happen. We need to focus on repairing our infrastructure and creating sensible, pragmatic emergency programs.
The Real Non-Political Plan for National Security.......2007-04-30
This is a brilliant book that exposes our sheer recklessness by our society and public servants handling 'national security.' I can not add to this book and it's analysis. Mr. Flynn has set out a classic and timely case for a change of public policy. This book is nonpartisan and is very reasonable. No conspiracy theories here. Please read this and send copies to your mayor, governor, congressman, and your friends. The present administration is tone deaf to this reality.
Steve Flynn, Warnings about THE EDGE OF DISASTER.......2007-04-04
Steve Flynn has been trying to get us to pay attention for a few years now. This is his second book; AMERICA THE VULNERABLE was the first. This book takes a broader, more practical and more troubling view. Flynn points out that disasters, whether terrorist caused or natural, impact our complex social and economic systems in the same way: they generate paralyzing disruption. In each case, the remedy is the same: develop resilient individual and collective response capablities in order to endure the disruption. Whether we face hurricaines, plagues or weapons of mass destruction, each disaster faces us with the need to endure and recover.
A former Coast Guard officer, Flynn brings a perspective on survival preparedness that comes from practical training and experience. This is the perspective that we must all adopt as we find ourselves enmeshed in ever more complex and tightly-linked systems subject to the risk of cascading catastrophes.

I was tasked with reading this for a promotional test. It has lots of good infomation and makes for an easy read. Some of the chapters contain too much information making it difficult to retain but overall a good resource.

This book is more useful for someone in government. If you need emergency planning/mangement for a business or industry, the book is a good starter but will be limited. Too bad it was published right before Katrina.

The text provides excellent introduction into the crime of money laundering...very easy to understand and at times comical. Although the book is a bit dated, its concepts remain the same and I would recommend this text for anyone interested in understanding the role of money laundering.

being the same field for over 30 years, i found the book lacking in real facts.......but an excellent effort for 76.00 dollars
Money Laundering for the Stupid........2001-04-08
Do not waste your time or money on this book. The book assumes that all readers have the financial literacy of a high school student. Of course, the book was purportly written for police investigations so maybe the authors dummed it down so their fellow law enforcement friends would be able to understand it. For example, the book goes into painly silly details about what a balance sheet and income statement are all about and how to read them properly. (ie the section on debit-credit was particularly useless) My personal favorite was the filler section on how to buy real-estate or securities. The book only really gets to the interesting(and the most imporant aspect of a book on money laundering) "how to" structures of money laundering operations in a couple of chapters. One chapter is basically dedicated to simple structures like using smurfs so that is essentially useless. BOTTOM LINE: if you are at all familar with money laundering, financial statements, bank secrecy act, tax rules, yadda yadda, then this book is a waste of your time. If you know nothing about the above, then you may find the book useful.
An excellent nuts and bolts introduction........1999-10-18
As a Canadian police officer, I picked up this book expecting to find its understandable American focus to be of limited use to me. Instead I was very surprised. Yes it is entirely American in focus and reference, but its explanation of laundering methodologies - and weaknesses - was exceptionally straight forward and of universal application. I was able to apply several aspects immediately to an existing international investigation of commercial fraud.
It is in its explanations that the book is strongest. These are simply written, without jargon. For example, using the analogy of Al Capone's enterprises, it gives the best and simplest description of a balance sheet and financial statement and what goes into their makeup that I have ever seen. When this began I was suspicious that the Capone analogy was going to have to be stretched beyond any usefulness, but this turned out not to be the case at all. In fact, the analogy gave the explanations life and character.
Its outline of resources, to consider was equally direct and useful, even to a Canadian investigation.
